MCI 2007 Legislative Priorities

Increase rates by 5% each year of the biennium for all levels of children’s mental health and child welfare treatment, care and services provided by children’s private agency providers.
Increase rates by 4% each year of the biennium for all CFSD agency providers and foster parents.
Support rate parity for “Campus Based” Therapeutic Group Homes.
Support continuation of the direct care wage increase and request an increase of an additional $1 for the next biennium and add case managers to those qualifying for the direct care wage increase.
Promote and support funding for the Montana Children’s System of Care and Kids Management Authority model and flexible funding for community based services for children.
Support legislation that improves the protection and safety of children.
Support legislation to allow filing charges against a staff member of a private provider agency who has sexual relations with any youth in the program.
Support legislation to provide liability and property damage insurance coverage for all foster parents including therapeutic foster parents.
Support CHIP and other access to health care benefits for at risk children and families.
Support education opportunities for foster children.
Monitor Social Worker licensure.
